An energy service company (acronym: ESCO or ESCo) is a professional business company providing a broad range of comprehensive energy solutions including designs and implementation of energy saving projects, energy conservation, energy infrastructure outsourcing, power generation and energy supply, and risk management. ESCO's are often labled ESPC's.
An Energy Service Company (ESCO) identifies and evaluates energy saving opportunities in industrial units, commercial complexes, hospitals, municipalities, buildings and utilities by using energy audit tools and recommends a package of improvements that can pay for itself through the resultant savings.
In India, with the enactment of Energy Conservation Act in 2001, and the Central Government's commitment to reduce the energy consumption in select government organizations by 30% over the next five years, ESCO business has got a boost. Overcoming conventional barriers to such business and affecting a market transformation holds the key to its further success. ESCOs provide their clients with comprehensive services encompassing audits for energy saving performance, design & implementation of conservation measures, maintenance, operation and management of the introduced facilities and procurement of project funds. The ESCO will guarantee the savings that would meet or exceed the annual payments to cover up the entire project costs usually for a period of 5 to 10 years. The savings can be shared proportionately with the institution for which the project is designed and implemented for.

An energy savings performance contract is an agreement between an energy services company (ESCO) and a building owner — typically in the government/corporate sector.
BOOT (build, own, operate, transfer) is a public-private partnership (PPP) project model in which a private organization conducts a large development project under contract to a public-sector partner, such as a government agency like Municipal Corporations, PSUs, Private Industries and so on. While there are many different variations in the specific approaches to energy service performance contracts, these can generally be characterized into two basic types of agreements - “Shared Savings” and “Guaranteed Saving”. In both models, the Energy Service Company (ESCO) provides the complete range of implementation services and generates energy and cost savings. The differences are in the manner in which the project is financed, payments are made from the host facility to the ESCO, and energy and cost savings are allocated between the ESCO and the host facility.
In the Shared Savings model, the ESCO generally provides or arranges for most or all of the financing needed for the implementation of the project. The Energy Savings Performance Contract specifies the sharing of the cost savings between the Energy Savings Provider and the host facility over a period of time. The sharing of the payments is structured such that the Energy Savings Provider will recover its implementation costs and obtain the desired return on its investment within that period. In a Guaranteed Savings agreement, the customer generally takes the loan on its own balance sheet. The ESCO guarantees certain performance parameters (such as efficiency, energy savings, cost savings, and/or other performance parameters) in the Energy Savings Performance Contract, which specifies the methods for M&V, and payments are made once the project performance parameters have been confirmed. White Placard has launched the Perform Achieve and Trade (PAT) scheme for large industries in selected sectors. Under the scheme, 3 year targets for reducing Specific Energy Consumption (SEC) have been notified. The scheme also incentivises higher reduction of SEC by a market based mechanism through issuance of tradeable Energy Savings.
White Placard is currently implementing the turn key manufacturing, installation and maintenance project for the whole city of Ghaziabad, located in the state of Uttar Pradesh, India. This project is for the Ghaziabad Municipal Corporation, that comes under the Urban Development Department, Govt. of Uttar Pradesh. The total number of LED luminaires as mentioned in the tender is 60058 pieces which includes the LED Street Lights of 18W, 30W, 65W, 80W and LED High Mast Light of 120W.
The tender was released by the Ghaziabad Municipal Corporation.

The all-important first step in a lighting retrofit is the system audit. This information-gathering process produces a comprehensive overview of the client's entire lighting infrastructure, with an emphasis on the areas within his facility that are having a negative impact on the bottom line and should be upgraded. With the data we collected from the lighting system audit and terms and conditions mentioned in the tender, we designed a project specifically to meet government's needs with the goal of finding the appropriate balance between energy savings, capital investment, light levels and light quality. This was done for our internal preparations in order to present an economical and sustainable bid before the government.
The proposal was presented to the government through the technical and financial bid in the tender. We walked through the process step-by-step, from the initial meetings with contractors through to the post-installation inspections. We encouraged questions and made any adjustments per the request of the client.
In order to offer the client peace of mind, ESCO (White Placard) conducted several energy savings & light verification tests designed to show what the client can expect to save space by space within his facility.
Before the construction team came in to do work, we audited their facility a second time. This audit was designed to identify any potential construction-related conflicts that could impact the cost of the project and verified any and all last-minute changes to the original project design.
The project was executed and work began on their facility. The entire process was geared towards insuring there were no surprises. Project managers kept the client 100% in the know of what's going on and when. From preconstruction meetings that let them know what areas of their facility would be under development and when – to the continuous reports and updates provided during the installation itself, they knew what's happening at all times.
Once the project is finished, we'll give them a comprehensive walk-through of the facility so they can review the results for themselves. We operate efficiently and cleanly, disposing of material in accordance with all environmental regulations, leaving their facility undisturbed. In addition, we are conducting post-installation inspections with utility representatives to ensure that maximum rebates are realized.
